My name is Dr. Barbara Payne, Founder of Opportunities To Overcome (OTO).
OTO was established with a seeking and praying for people who are fighting silent battles, emotionally, mentally, spiritually, and financially.
Our mission is to help individuals and families rise above hardship through mentorship, encouragement, education, and outreach services that meet real needs. OTO is more than an organization, it is a movement rooted in faith, compassion, and purpose.
We believe that with God’s guidance and community support, lives can be restored and futures can be rebuilt.
